RHIPTO is a non-profit center established to support and supply the UN with a rapid response capacity in the field of environment, development, peace and security. RHIPTO is supported by the UN and was established in response to UN Security Council resolution S/RES 2195 (19DEC2014). It became a formal UN collaborating center on May 3rd, 2016 through a Memorandum of Understanding with UNEP, signed by UN Under-Secretary General Achim Steiner, Executive Director of UNEP. In 2019, RHIPTO entered a formal collaboration agreement also with UN Office on Drugs and Crime and INTERPOL, the Worlds largest police organisation with over 190 member states. RHIPTO supports a number of UN agencies, committees and councils on peace, security and development issues.
RHIPTO undertakes analytical, assessment, training or other forms of support to the UN. RHIPTO or collaborating UN agencies publishes and releases a wide range of publications, from non-public briefs on acute threats to environment or security development, threat finance, environmental crime, counter-terrorism, natural resources, training manuals, popular articles or general development and peace issues.
RHIPTO works through field investigations, analyses and wide networks across United Nations agencies and programmes, through public, humanitarian, research, private and security sectors with networks and contacts throughout most countries in the World. RHIPTO undertakes field missions bringing together lead experts from around the World and works through UN agencies. RHIPTO has offices in Norway, London and Paris.
Dr. Christian Nellemann, Fulbright Fellow, head of the Rapid Response Unit and Director of RHIPTO. Nellemann is an expert in the Global Initiative against organized crime, and has worked extensively in Central, South, East and Southeastern Asia, Africa, Latin America and the Circumpolar Arctic, covering a broad range of environmental and security issues from wildlife research, environmental and transnational organized crime to climate change, pollution, wildlife and marine ecology, food and human security, anti-smuggling, human trafficking, disasters and conflicts, and threat finance. He has led over 30 global and regional UN assessments including with UNEP, UNODC, INTERPOL, FAO, UNESCO and others, including reports to the UN Security Council and the UN Secretary-General.
RHIPTO has staff based in multiple locations, including London and Paris. Paris manages the cartography and mapping section, while London provides operational support.
